When should the project baselines be changed?

I thought only when CCB approves, we can change it. Can you please explain the answer.

You are correct. Baselines can be changed only after changes are approved from the CCB. Once approved, PM needs to perform 4 duties:
1. Update Project Management Plan
2. Inform concerned stakeholders
3. Give to the execution for development
4. Write lessons learned in OPAs
